Cultivating Human and Agri-Nature Harmony
CHAPTER 1.0 – INTRODUCTION
1.1 BACKGROUND / OVERVIEW OF THE PROJECT
The Philippines is an archipelago known for scenic beaches and world-renowned water diving sites. The crystal-like waters describe the beauty and wonder beyond the shorelines of the country. The usual tourism sites are already a cliché nowadays, carefully exploiting the use of ocean’s resources which contributes to water pollution. Aside from these abundant waters, this country has yet to showcase the bliss of having vast lands for agriculture.
This country produces a variety of agricultural products, four of which yields best are Rice, Coconuts, Corn and Sugarcanes. The country’s population has grown larger and larger yearly, which burdens and threatens food security for the country. It is ironic that being one of the top producers of rice in southeast Asia, it has been one of the top importers of rice due to reasons like small yields of palay per square hectare (New Agriculturists, 2012) and no major river deltas due to the country’s geographical setting when compared to neighboring countries like Thailand and Vietnam who are top exporters of rice across the world. (Dawe, 2004a)
Before, tourism is not that much of a player in the economy, but a sudden change revived the sector few years back; while, agriculture is one of the major players when it comes to contribution in the economy, giving 20% in the Gross Domestic Product or GDP (Paunlagui, 2002),(CIDA-LGSP, 2003). In May 2016, R.A. 10816 or the “Act Providing for the Development and Promotion of Farm Tourism in the Philippines” was approved by the former president Aquino. Farm Tourism is a new approach to promote the Philippines aside from the usual activities the country promotes religiously. Philippine farms are one of the best destinations in the country to offer respite from the stresses brought by the concrete jungle.
A proposed Agri-Advancement Resort Complex is a mixed-mode of delicate and relaxing ways to enjoy and learn the beauty of what the Philippines can offer in the Agriculture sector. Depicting the simplicity of living in the valley villages connotes and promotes the beauty of agricultural tourism, therefore making huge impacts to Filipinos who are looking for immediate rest near the city. A resort is a special place which entertains tourists for rest and recreation. The resort is surrounded by a wide variety of agricultural products cultivated from land, fresh water, up to live stock. It has cottages for day visits, a hotel for overnight stay, an on-site depiction of the valley villages for a much closer look to the plowing fields; moreover, agricultural advancement expands the knowledge for agriculture by research and development of the aforementioned agricultural products to further enhance their quantity in production or quality for domestic and international consumption vital for the resort, and the involved city as well. An agriculture resort being devoted to research helps renew the meaning of rest and recreation (R;R).
It’s rest and research, unlocking man’s curiosity – increasing agri-know-how and importance. It unravels the beauty and purpose hidden in agriculture while in vacation. Being nestled in an agricultural land of Pampanga, its primary use is to promote agriculture through the activities and attractions it will offer. The resort complex will offer agri-education ; training, plowing fields, harvesting, planting, fishing, animal interaction with feeding, farm rides, (DOT, n.d.) and lastly research ; development. These can be achieved through supplemental facilities like, agricultural fields, barns, fish ponds, a research institute, modern agri-food storages, a market for vending produce and warehouses for exporting goods.
The R.A. 10816’s main purpose aside from being a governing principle, it is actually dedicated to sustain and enhance human life in agricultural communities (DOT, 2016). Therefore, it influenced the target users for this kind of development. The primary users are local tourists, who are detached and doesn’t recognize agriculture. Local farmers who are slowly choosing “ideal” jobs in the city rather than continuing agriculture and agriculturists / agri-scientists who studies the profession in limited facilities and out of date technologies are secondary users, for they will benefit in the project by acquiring permanent jobs or do researches and be compensated for their quality service. Tertiary users are, foreign tourists and agriculturists for they will be a big factor to develop further agri-tourism in the country and be known across the world.
The construction of the project will be funded by the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) and must be referred to private investors and the local government unit to fund the creation of jobs for this development. When the project is finished, it will produce an optimal to beyond expected profit and will finance the complex to and through the lifespan of its usage.
Be it known, farm tourism is the synergy of Agriculture and Tourism. By proposing an Agri-advancement resort complex, results are expected to answer the calling of farm tourism, the issues of agricultural resiliency, and the detachment of people from agriculture / farming (Tizon, 2018). It will affect the agriculture and tourism respectively, hitting two birds with one stone.
1.2 STATEMENT OF THE PROBLEM
Agriculture has been a major player in the country’s history. Today, tracing their heritage seen in paintings by Fernando Amorsolo, and heard in folk songs by Sylvia La Torre relives the nostalgia. Going back to live and feel the countryside is one of the country’s greatest simple gifts they can share with the world. As the Philippines progress into the modern world, the idea of agriculture hasn’t been romanticized for its image of being hard and tiring, steering away the recognition and interest from new generation Filipinos to much more “ideal” jobs in the city.
Major Problem:
New generation of Filipinos are leaving behind the importance of farming in terms of heritage value and production which leads to detachment from agriculture.
Minor Problems:
The undeveloped setting of the area, leading to disinterest or not desired to be in.
Agriculture has been slowly progressing due to climate change.

There are no activities to gather locals and attract tourists.
1.3 ARCHITECTURAL GOAL & OBJECTIVES
Architectural Goal:
To create an agri-advancement resort complex that will provide jobs for farmers. Cater educational, relaxing and environmental-loving activities for Filipinos, specifically tourists. Cater Local and Foreign Agriculturists / Agri-scientists for research-oriented facilities. All of which will pave the way to further enhance the agriculture in the country.
Architectural Objectives:
To develop the area which will enhance and relive the interest to agriculture.
To create a facility that will study further the behavior of agri-products in order for it to be resilient and be adaptive in changing climate. Hence, it will make an optimal and quality produce in times of sudden changes in weather or unfortunate devastation brought by natural calamities.
To put up facilities that will cater to all target users. Creating a single environment where great minds, green thumbs, and curious cats of agriculture can achieve the activities by assimilating functions of rest and research.
