The first system put in place to guard against tyranny was federalism. Federalism means both central and state governments have the power, to tax and enforce laws. This made it so both the governments had equal power, so no one could be more powerful. It also helped them work together because they had equal respect for one another. Federalism insures that both governments have equal representation and equal power in an effort to guard against tyranny.
