Colonial Policing/Modern Policing Jerome Batie Dr. Stan Tippins Policing America MJA-3324 September 15, 2018 Introduction The first development of law enforcement in Colonial America was similar to the English policing system during the same time period. As in England, the colonies established a system to guard against fire, crime, and disorder. Most of the time, the colonies were free of crime because the settlers were busy farming and trying to make a living. Sheriffs were appointed by the governor and constables were elected by the people. These individuals were responsible for maintaining order and providing other services. Problems that were considered responsibilities of the police were, controlling slaves and Indians, regulating special functions, maintaining health and sanitation, managing pest and animals, ensuring the orderly use of streets, controlling liquor, gambling, vice, and weapons (Walker, 1999). Policing have evolved from the Colonial era of policing through the modern era of policing. Individuals, events, and national commissions were instrumental in taking policing through these eras. The history of policing has come full circle to its roots, where it was intended to operate with the consent and assistance of the public. Policing is now attempting to shed tradition and become more community oriented (Peak, 2015) Comparison The Colonial policing system can be traced to a multitude of historical, legal, and political economic conditions. Slavery and the control of minorities were two of the more formidable historic features of Colonial society shaping early policing. Slave patrols and night watches later became modern police departments, they were design to control behaviors of minorities (Peak, 2015). This disastrous legacy still persist today as an element of the modern policing system. In some cases, police harassment simply mean people of African descent are more likely to be stopped and questioned. At the other extreme, they have suffered beating, and even murder, at the hands of the police. Today question still arise about the disproportionately high numbers of minorities beaten, killed, and arrested by police in major cities of America (Walker, 1999). Contrast L.
